 Why does Windows 7/8(.1)/10 all have problems with Hybrid Sleep?

It's like the perfect power state for idle, yet all three fucking operating systems are bullshit about it.

At the very least, my CPU doesn't return to its full power state after recovering from Hybrid Sleep.

(Hybrid Sleep is the mode where the PC goes into Sleep Mode [everything gets stored in your RAM], but the contents of your RAM get temporarily stored in your HDD just in case the PC gets shut off or loses power.)

I'm going to try playing with BIOS settings tomorrow, but I've had a problem with Windows 7, too. It's not like I can blame Windows 10.
